[Back To Top]The Global Center for Health Economics and Policy Research (GCHEPR) has embarked on a new research and networking partnership with the World Health Organization (WHO).
GCHEPR was designated in March as a WHO Collaborating Center for Health Workforce Economics Research. It will work to increase the amount and quality of economics research on workforce-based solutions to health care access and quality challenges in developing nations.
Plans are under way for GCHEPR to begin research on mental health workforce issues. Previous collaborations between GCHEPR Director Richard Scheffler, Ph.D., and Mario R. Dal Poz, M.D., M.Sc., Ph.D., Coordinator , Information & Governance, Department of Human Resources for Health with WHO, include a forthcoming article in Health Affairs on health workforce capacity challenges in sub-Saharan Africa, and a 2008 article in the WHO Bulletin on forecasting global shortages of physicians.
GCHEPR joins a network of 900 other WHO centers in 99 nations, which provide research, training and technical expertise in support of WHO programs. GHCEPR got a four-year designation as a collaborating center.
WHO collaborating centers form part of an inter-institutional collaborative network in support of WHO programs at the country, inter-country, regional, interregional and global levels, as appropriate. Collaborating centers also participate in the strengthening of countries' resources–information, services, research and training–in support of national health development.
WHO is the directing and coordinating authority for health within the United Nations system. It is responsible for providing leadership on global health matters, shaping the health research agenda, setting norms and standards, articulating evidence-based policy options, providing technical support to countries and monitoring and assessing health trends.

Scheffler, Ph.D., Director of the Global Center for Health Economics and Policy Research (GCHEPR), will be co-editor of a book on human resources for health (HRH) issues in sub-Saharan Africa. He will co-edit the book with Agnes Soucat, M.D., M.P.H., Ph.D, Advisor, Health Nutrition Population for Africa, Human Development, for the World Bank.
The book will describe the HRH situation from a labor market perspective, and will include workforce supply, demand, distribution, entry, training, attrition, migration, performance and productivity. The book is intended for policy makers, government officials, and post-secondary school professors and students.
Brent Fulton, a Global Center health researcher, and Christine Brown Mahoney, a Global Center National Institute of Mental Health Scholar, will each contribute chapters to the book. Stephen Robitaille, the center's senior editor, will assist in editing duties.
The book, to be published by the World Bank, is scheduled for release in early 2010.

Dal Poz, MD, PhD, MSc, Coordinator for Human Resources for Health at the World Health Organization, addressed a packed room at UC Berkeley's International House on Thursday, October 16th for his Regency Lecture, entitled, "Global Response to the Health Workforce Crisis." Dr. Dal Poz candidly discussed projected critical shortages of doctors, nurses and midwives in many regions of the world, as well as the migration of health professionals from sub-Saharan Africa to more developed nations. He then outlined an agenda for action, in which WHO, a leading international health agency, and other partners are working to address the crisis and develop HRH improvements at the global, regional and country level. Discussants included School of Public Health Dean, Stephen Shortell; Director of the Global Center, Richard Scheffler; and UCSF Emeritus Professor, Thomas Hall.

The Forum brought together leaders in world health to address such critical issues as Financing, Management, Migration and Retention, Education and Training, Leadership, and Partnerships.
